Prince Edward Island is a small market with an unusual heating profile and a mechanical sector made up mostly of small, owner-led firms. More than a third of homes use a heat pump as their main heating system, and oil still heats a large share. Most mechanical contractors serve the whole island from one base, which makes travel, scheduling and the owner's own time the biggest business levers.
The PEI market for mechanical firms
Charlottetown is the largest centre, followed by Summerside, Stratford, Three Rivers and Cornwall. Distances are short by national standards, but a technician crossing from one end of the island to the other still loses billable time, and many service areas are rural.
The heating picture is distinctive. Statistics Canada data for 2023 shows that heat pumps were the primary system for 36% of PEI households, while 28% used oil as their primary heating energy, 18% electricity and 8% wood. For a mechanical firm, that means a large base of heat pumps to service, an oil-heated base to maintain or convert, and plumbing and hydronic work alongside.
Seasons and crew planning
PEI's maritime climate brings cold, snowy winters, moderated somewhat by the surrounding Gulf of St. Lawrence. Heat pumps carry the load through most of the winter, with backup systems taking over in the coldest spells, and many also cool in summer.
That creates two service peaks and a natural home for maintenance agreements. In a small firm, though, capacity is tight: losing one technician can cut your capacity by a fifth or more. A capacity and hiring plan for a small PEI firm is less about large hiring waves and more about cross-training, apprentices and not overbooking install work in peak service weeks.
A quick check for a five-technician firm
With five technicians, each one is 20% of your field capacity. If one leaves in November, you lose a fifth of your hours in the busiest season. A cross-trained apprentice, booked maintenance visits you can move, and a rule against stacking installs in peak weeks are cheaper than turning away no-heat calls.
Regulators and bodies to know
For reference only; always check with the authority for licensing and safety questions.
- The Government of PEI's inspection and technical safety services cover boilers and pressure vessels, electrical, elevators, plumbing and propane. The province issues a Mechanical Contractor Licence for boiler and pressure vessel work and a separate Plumbing Contractor's Licence. Its website blocked our automated check, so look these up on the Government of PEI site directly.
- The Workers Compensation Board of PEI provides compensation coverage; premiums belong in your labour burden.
- The Red Seal Program sets the interprovincial standard for designated trades, relevant if you hire certified journeypersons from other provinces.
Programs shaping demand, as of October 2026
We could not verify current provincial heat-pump rebate terms from the Government of PEI's website when we checked, so we do not quote them here; ask efficiencyPEI directly. At the federal level, a National Heat Pump Rebate Program was announced on 2026-10-08, with up to $10,000 for households below median income and $2,000 for others. It was not yet open.
For a PEI firm, the lesson from recent years is to keep the business sound when programs pause. Price installs and service from your own costs, and build a maintenance base that does not depend on any one program.
Pricing and tax
Fees for PEI clients are in Canadian dollars plus 15% HST, as of October 2026, per the CRA. See pricing.
How we would approach a PEI engagement
Small firms usually get the most from two things: a correct selling rate that recovers travel time, and owner time work that moves scheduling, purchasing and invoicing off the owner. Firms with a large maintenance base should know it is valuable at sale; see exit planning.
We meet PEI owners online by video call or in person. See all regions or contact us.
Frequently asked questions
What sales tax applies to your fees on PEI?
15% HST, as of October 2026, on fees in Canadian dollars.
Our firm is five people. Is consulting worth it at that size?
Often more than for larger firms, because one pricing error or one owner bottleneck affects everything. A short project on your selling rate or a few hours on owner time can be enough.
Where do we check PEI licensing rules?
With the Government of PEI's inspection and technical safety services, which handle licences for plumbing, boiler and pressure vessel, elevator and propane work. We do not advise on licensing, and we could not load those pages to link them when we last checked.
